Germany has real work visas that Pakistanis can use, but only skilled routes: you need a job offer plus a degree or vocational qualification recognized in Germany (or the points-based Opportunity Card to come and job-hunt) — there is no German visa for unskilled work.
What the employer must have
- No special government licence is needed — the German employer signs an employment contract and completes the official 'Declaration of employment' form that goes into the visa file
- For an EU Blue Card the job must pay at least EUR 50,700 gross per year (EUR 45,934.20 for shortage occupations such as IT, engineering, healthcare), and the employment must run at least six months
- For non-Blue-Card skilled jobs the employer's job offer must match the worker's recognized qualification
What you must do before you leave
- Get your degree or training checked for German recognition first — via the anabin database or a ZAB Statement of Comparability; without recognition the skilled-worker routes are closed
- With a signed contract, apply for a national (D) employment visa via the German missions in Pakistan — the Islamabad embassy takes employment and Blue Card applications through its online Consular Services Portal; the Karachi consulate-general (Sindh/Balochistan) uses a document checklist; without a job offer, the points-based Opportunity Card (Chancenkarte) requires proof of funds — currently at least EUR 1,091 per month
- Before departure, Pakistani law (Emigration Ordinance 1979) requires registration / 'protector' clearance with the Bureau of Emigration & Overseas Employment (BEOE) — applications can now be filed online via the E-Protector system
- If a recruiter is involved, use only a BEOE-licensed Overseas Employment Promoter; direct-hire workers register with the Protector of Emigrants themselves
Things to watch
- Official German pages currently disagree on the Blue Card year labels: the missions' May 2026 checklist prints EUR 50,700 / 45,934.20 but mislabels them '2025', while the German mission in Pakistan's Blue Card page still shows the old 2025 figures (EUR 48,300 / 43,759.80). Independent January 2026 legal sources confirm EUR 50,700 / 45,934.20 took effect 1 January 2026 — have the employer confirm the exact current figure at application time.
- beoe.gov.pk returned HTTP 403 to every automated fetch this session, so the mandatory-registration wording could not be quoted from BEOE directly; the E-Protector clearance system itself was verified on mofa.gov.pk — confirm current BEOE procedure in a normal browser
- make-it-in-germany.com (the official information portal) blocks automated access — open it manually
- The Opportunity Card funds figure (EUR 1,091/month) is stated as 'currently' by the German mission and changes periodically; visa appointment and document-verification waits at the German mission in Pakistan can be long
What you may lawfully be charged
THE MOST A LICENSED AGENT MAY LAWFULLY CHARGE YOU as a service charge is PKR 15,000 (PKR 6,000 if you found the job yourself and only need the paperwork done). You do not hand it over — you deposit it in a bank and the agent is paid only after the Protector of Emigrants confirms you reached the job. Anything he spends on your ticket, medical or visa must come with a signed, stamped receipt.
Rule 15 and 15A, Emigration Rules 1979 (SRO 1058(I)/2023). Charging more is punishable by up to 14 years — Section 22(a), Emigration Ordinance 1979.
