Bahrain has a standard employer-sponsored work permit system (run by the LMRA) that Pakistani workers use routinely — only your Bahraini employer can apply for your work permit and visa, you cannot apply on your own.
What the employer must have
- Must hold an active Bahraini commercial registration and an LMRA account, and file the new work permit request through the Expat Management System (EMS) — the worker cannot file it
- Must be compliant with Bahrainisation (local-hire quota) rules before new expatriate permits are approved
- Pays the permit fees (BHD 195 for 1 year / BHD 390 for 2 years + BHD 5 admin, plus a BHD 30 job-advertisement fee for workers hired from abroad); applications for workers hired from abroad take about 21 working days
What you must do before you leave
- Wait for the employer-obtained LMRA work visa — do not travel to Bahrain on a visit visa expecting to convert it (conversions without the same sponsor were stopped in Feb 2024)
- Before departure, register with Pakistan's Bureau of Emigration & Overseas Employment (BEOE) Protector of Emigrants and obtain the Overseas Employment Certificate (OEC) — required under the Emigration Ordinance 1979
- If recruited through an agent, use only a BEOE-licensed Overseas Employment Promoter (OEP); if hired directly, register as a direct/own-visa emigrant with the Protectorate
- FIA immigration checks the OEC at the airport before you fly
Things to watch
- Since 12 Feb 2024 a visitor visa cannot be converted to a work visa unless the same Bahraini sponsor employs you; the conversion fee rose to BHD 250
- Bahrain's self-sponsored 'flexi permit' was scrapped in 2022-23 — anyone selling a 'flexi visa' today is selling a route that no longer legally exists; all legal work requires an employer sponsor
- Employer-side quota compliance (Bahrainisation) can delay or block a permit even after you have a job offer
- beoe.gov.pk blocked direct automated verification this session (HTTP 403); the Protector/OEC requirement was confirmed via live search snippets of BEOE pages, not a direct page load
- Bahrain is a small corridor for Pakistanis in practice — BEOE recorded 939 workers proceeding to Bahrain in the first quarter of 2025, against 121,970 to Saudi Arabia in the same period. The route is standard and open, but expect far fewer openings than in the larger Gulf markets.
What you may lawfully be charged
THE MOST A LICENSED AGENT MAY LAWFULLY CHARGE YOU as a service charge is PKR 15,000 (PKR 6,000 if you found the job yourself and only need the paperwork done). You do not hand it over — you deposit it in a bank and the agent is paid only after the Protector of Emigrants confirms you reached the job. Anything he spends on your ticket, medical or visa must come with a signed, stamped receipt.
Rule 15 and 15A, Emigration Rules 1979 (SRO 1058(I)/2023). Charging more is punishable by up to 14 years — Section 22(a), Emigration Ordinance 1979.
