Oman has a standard employer-sponsored system used by Indian workers at large volume — the employer gets a labour permit from the Ministry of Labour and then applies for your employment visa through the Royal Oman Police, and ECR passport holders must also clear India's eMigrate system before flying.
What the employer must have
- Must obtain a labour permit/clearance from Oman's Ministry of Labour first, subject to Omanisation (local-hire) quotas
- Only an employer representative accredited as a PRO in the ROP eVisa system can apply for the employment visa — the worker cannot apply
- For hires with ECR passports, the employer or its India-registered recruiting agent must process the recruitment through India's eMigrate system
What you must do before you leave
- Check your passport: ECR or ECNR — Oman is on India's ECR country list
- If ECR, obtain emigration clearance through eMigrate (emigrate.gov.in) before departure — it is checked at Indian airports
- Deal only with recruiting agents registered with the Protector General of Emigrants; never deal with sub-agents
- Know the legal fee cap: a registered recruiting agent may not charge more than Rs 30,000 plus GST in service charges under current MEA advisories (MEA's older emigration page still shows the superseded figure of 45 days' wages capped at Rs 20,000)
Things to watch
- ECNR passport holders skip Indian emigration clearance, but the Omani employer must still hold the Ministry of Labour permit before your visa can issue
- A growing list of professions is closed to ALL foreign nationals under Omanisation resolutions phased in through 2025-26 — a job offer in a restricted profession cannot become a visa
- Oman's Ministry of Labour website is primarily in Arabic; the ROP eVisa portal requires the employer side to act
- MEA's page lists 17 ECR countries while some other official sources say 18 — Oman appears on every version of the list
What you may lawfully be charged
THE MOST A REGISTERED RECRUITING AGENT MAY LAWFULLY CHARGE YOU is ₹30,000 plus 18% GST — ₹35,400 in total, once. Not per year, not per document.
