A Qatari employer must sponsor your work visa; you complete Qatar Visa Centre checks in India, and if your passport is ECR you must get Emigration Clearance on eMigrate before flying.
What the employer must have
- The Qatari employer must be registered with Qatar's Ministry of Labour and obtain work-visa approval; approvals are granted electronically to Labour-Law-compliant companies.
- For hires from India the sponsoring company must submit the employment contract with salary details to the Qatar Visa Centre.
- For ECR-passport hires, the employer or its MEA-registered recruiting agent must be registered on India's eMigrate system, or have its recruitment documents attested via the Indian Embassy.
What you must do before you leave
- If your passport is ECR (Emigration Check Required), obtain Emigration Clearance through eMigrate before flying — Qatar is one of India's 18 notified ECR countries; ECNR passport holders need no clearance.
- Buy the mandatory Pravasi Bharatiya Bima Yojana (PBBY) insurance if you are an ECR-category worker.
- Complete medical and biometric procedures at the Qatar Visa Centre in India when the employer's application reaches that stage.
- Deal only with recruiting agents registered with the Ministry of External Affairs — verify them on emigrate.gov.in; the legal service-charge cap is INR 30,000 plus GST.
Things to watch
- India-Qatar labour migration runs under a bilateral manpower agreement in force since 1985; the route is employer-driven — a worker cannot self-petition.
- Kafala-derived sponsorship: exit permits and NOCs abolished on paper, but the visa exists only through the sponsoring employer.
- Domestic workers are covered by separate Qatari law (Law No. 15 of 2017) and separate Indian safeguards.
