Saudi work visas come only through a Saudi employer who holds an approved work-visa quota; Indian workers use this route at large scale, ECR-passport holders must get eMigrate emigration clearance before departure, and many trades require passing a Saudi skill test.

What the employer must have

  • The Saudi employer must hold approved work-visa quota ('block visa') managed through the Qiwa platform, and requests work-visa authorization via Saudi MOFA's e-services — the worker cannot self-petition.
  • A certified employment contract signed by the sponsor is part of the visa process, and Indian law requires the terms to follow the Emigration Rules (wages, accommodation, dispute resolution).
  • Since July 2025, new expatriate work permits are classified high-skill / skilled / basic, so the employer must match your documented qualifications to the occupation.

What you must do before you leave

  1. Check your passport: the Kingdom of Saudi Arabia is one of India's 17 ECR countries — if your passport is ECR, you must obtain emigration clearance from a Protector of Emigrants via the eMigrate portal before travelling for employment.
  2. Recruit only through a recruiting agent registered with the Protector General of Emigrants or a foreign employer registered on eMigrate; sub-agents are illegal under the Emigration Act, 1983.
  3. If your trade is covered by the Skill Verification Program (India's list spans 19 trades in electrical, welding, plumbing and air-conditioning fields), you must pass the SVP exam before the visa/permit in that profession.

Things to watch

  • Temporary pauses happen: India was among 14 nationalities whose new block work visa quotas were frozen 28 May-12 June 2025 around Hajj season before being lifted; similar pauses can recur.
  • Working for anyone other than the sponsor named on your visa is illegal — Indian consulate guidance states plainly that 'free visa' arrangements break Saudi law.
  • Your work permit category (high-skill/skilled/basic) is set from your documented qualifications in Qiwa; weak paperwork can delay or downgrade the permit.
  • India legally caps recruitment charges (45 days' wages, max Rs 20,000 as published) — demands above that are illegal.
